- Preheat oven to 350°F (175°C).
- Heat a large skillet over medium-high heat. Add ground beef and cook for 8–10 minutes, breaking it apart with a wooden spoon, until no pink remains.
- Drain excess fat, leaving a small amount for flavor.
- Transfer cooked beef to a large mixing bowl. Add softened cream cheese, shredded cheddar, sour cream, and milk.
- Sprinkle in onion soup mix, garlic powder, black pepper, cayenne (if using), and salt to taste. Stir until the mixture is smooth and evenly combined.
- Spread the mixture evenly into a 9×13-inch baking dish.
- Bake uncovered for 20–25 minutes, until the edges are bubbly and the center is hot.
- Remove from oven and let rest for 3–5 minutes before serving.
- Serve warm with tortilla chips, crackers, or bread.

Keep the dip warm for parties by transferring it to a slow cooker set on low after baking.
